STAFFING OF PERSONNEL

ADMINISTRATIVE SECTION / ADMINISTRATIVE OFFICER
1) Controls how all incoming and outgoing communications are received and handled;
2) accountable for carrying out all administrative command and office policies, guidelines, and directives;
3) Develops and implement plans and policies for the welfare and morale of the workforce;
4) In charge of overseeing the office's general housekeeping duties, which include maintaining cleanliness and performing minor repairs on furniture, fixtures, and other equipment.
5) In charge of developing and implementing the office's security measures;
6) Monitors staff attendance and accounting during command actions;
7) Oversees the creation of all administrative reports that will be sent to the Command Group, NHQ PNP, or the relevant D-Staff;
8) Examines all correspondence coming from the Admin Section;
9) Participates in conferences related to administrative issues; and
10) Carries out any additional tasks that are assigned.
These PNP officers are deployed at NCPO and are in charge of managing administrative activities and carrying out orders from higher headquarters. PLTCOL VAN A. LAYOSA, Chief CARMU, leads them.
The DEPUTY CITY DIRECTOR FOR ADMINISTRATION or DCDA- in charge of overseeing, managing, and coordinating the administrative responsibilities of the City Police Office. He counsels and assists the City Director in managing the policies, orders, programs, and initiatives of the City Police Office. He is also coordinating efforts to make sure that the CPO's many Divisions and units successfully carry out their tasks.
The CHIEF, CARMU- He also aids in the implementation of higher headquarters training programs by the city director. Additionally, he proposes and takes the lead in organizing training and seminars addressing specific topics with the help of the LGUs. On issues relating to record administration, human resource recruiting, employment, and deployment, he supports and counsels the city director. He will also assist the City Director in putting together the comprehensive list of logistical supplies needed, which will be presented for approval to higher headquarters and the Naga City LGU. He is also responsible for carrying out directives and rules issued by higher centers in administration and personnel, particularly regarding the discipline and order of PNP employees.
ADMIN, PNCO- aids the administrative officer in record-keeping, recruiting, employment, and deployment of human resources; employee welfare; and morale.
PUBLICATION (RECORDS) PNCO AND ASST PAIS PNCO- Printing PAIS PDS for both uniformed and non-uniformed employees is necessary for promotion, education, reassignment, and retirement. Additionally, the PAIS department must receive and record all incoming and outgoing messages. Maintaining and updating each person's personal information and records for uniformed and non-uniformed staff.
SURVIVOR PNCO- tasked with ensuring the processing of claims and benefits by families of deceased police officers; assisting the bereaved family or beneficiary in obtaining the documents necessary in the processing and prompt release of death benefit claims; tasked with regularly coordinating with the bereaved family and updating them on the status of the processing of the benefits that are due to them.
MORALE AND WELFARE SECTION PNCO AND ASST MWS PNCO - communicates with HQs about MWS, transmits those communications, and complies with them. Assists the Administrative PNCO/Officer in keeping the SALN, Special Order, Travel Order, and individual personnel records.
HOW THE STATION MAINTAINS PERSONNEL DATA, ELECTRONICS DATA, AND RECORD MANAGEMENT - A PNCO updates and maintains the personal data sheets of commissioned and non-commissioned personnel; these people have not only been assigned there but have also gone through several seminars and training to ensure they are aware and competent in doing their tasks.
PNP Online Personnel Accounting and Information System (PNP Online PAIS) -a database that contains the personal information of each PNP worker.
In support of the PNP's "Pensioner Ko, Sagot Ko" (PKSK) project, PNP Memorandum Circular No. 2021-049 outlines the policies and processes for developing and maintaining the Philippine National Police Pensioner's Online Accounting System (PNP POAS). To manage and organize all data/information updates in accordance with the PKSK project, as well as to ensure that PNP pensioners have easy access and are kept up to date with the rapidly evolving information technology landscape, it shall establish a real-time online accounting system for PNP pensioners.

BEST PRACTICES IN COMPLYING WITH THE UPER
After spending two weeks immersed at the NCPO, we were aware of the competition and significance police officers provide to the UPER. Their ranking determines their confidence and inspires them to work harder to achieve their goals. They are well-versed in the requirements of the UPER. The administrative section of NCPO also ensures that all compliances and other paperwork are submitted on schedule. Their overall UPER grade will suffer significantly due to the delay in introducing these criteria. Additionally, they ensure that the statutory quota for rewarding meritorious staff is met if the awardees satisfy the criteria.
PROGRAMS, PLANS, AND ACTIVITIES TO MAINTAIN THE MORALE AND WELFARE OF PERSONNEL
The NCPO works closely to ensure that employees receive the proper promotions, honors, and decorations for their service across the CARMU workforce. The printing of PAIS PDS is made possible because it is one of the requirements for advancement, education, reassignment, or retirement. Every Monday, at the flag-raising ceremony, weekly statistics of honors and accolades for deserving people are announced. Additionally, they promote education by providing financial help so that workers can continue their education for as long as they wish to gain more competence in their industries. In addition, the once-a-month "PULISTENIKS," a 30-minute activity, is required participation for all employees.

THE IMPACT OF E-MANAGEMENT ON THE PRODUCTIVITY OF THE ADMINISTRATION SECTION
The ADMIN PNCO OF NCPO informed us that it took a lot of work for them to review personnel records when something was being referred to them from the higher headquarters before the implementation of e-management in the administration section PSMS ESTRELITA A MEIN. The situation has improved over the past several years, increasing their section's productivity. Because the PDS for the people could be generated in a few clicks, they had more time to focus on other vital tasks in their respective departments.
EFFECTIVENESS OF INTERNAL CLEANSING ACTIVITIES AND MANAGEMENT OF INTERNAL DISPUTES
The updates from the Assistant Admin PNCO of Naga City Police Station 1 declared that last DECEMBER 2022, they had a Random Drug Testing at the Provincial Police Office. This activity is also done directly at NCPO. They also have the Squad System and practice the SWIM or Squad Weekly Interactive Meeting (SWIM). SWIM is a project launched by the then Regional Director of PRO6 and now the Acting Chief Directorial Staff of the PNP, Major General Cesar Hawthorne Binag. The project is currently being adopted and implemented by the whole police force in the country as part of the organization's internal cleansing program. The 56 PNP personnel of NCPS 1 all have their squads wherein they talk about their challenges on their tasks and how they could help each other in their respective functions and responsibilities. About the management of internal disputes, they see to it that misconduct of personnel, such as being late and being absent without leave, is dealt with appropriately by the proper authorities, such as the ADMINISTRATIVE DISCIPLINARY AUTHORITIES AND INTERNAL AFFAIRS SERVICE OF THE PHILIPPINES.
RECOMMENDATION OF CREATIVE MEASURES TO SUSTAIN OR CHANGE FOR FURTHER IMPROVEMENT
The internet connection at their place of business is one of the obstacles to meeting the standards, so the administration division aims to improve it. Additionally, they advocate for more funding to assist employees who must attend seminars and training sessions. Due to the Naga City LGU's lack of assistance, PNP personnel occasionally had to pay expenditures out of their pockets. To enhance and sustain the Squad Weekly Interactive Meeting, squad members should be proactive in updating one another on their present circumstances. The other team member will provide some counseling or support to handle the topic raised after the current issues, concerns, and obstacles are discussed. Because problems are resolved at the squad level before they are brought to the attention of higher offices and officials, this program will decrease the number of absences without leave incidents. The number of AWOL PNCOs was already being monitored, and more research is currently being done to determine the nature of the crime. The NCPO's computer system-based monitoring is already working well, but it needs to be maintained. The personnel management system, promotion applications, and pensioners' and survivors' records are now stored in computer-recorded files to give customers easy access. The coordination of logistics and finances was made evident, closely adhering to the required request letters and other receipts. This proved that the correct PNP region and operation received the necessary materials and funding.
