FUNCTIONS AND RESPONSIBILITIES: The management of the station's resources and assets is one of the duties assigned to the Logistics section. Additionally, it is in charge of managing the entire supply chain, assuring the mobility of the equipment as well as its distribution and disposal. They coordinate orders, maintain the stockpiles of supplies and equipment, and handle orders to make sure the station or office has what it needs.
Functions of the Logistic Section:
To do upkeep on PNP vehicles, weapons, and other machinery;
Offer transportation services in support of the PNP's administrative and operational duties;
To implement efficient management controls through accounting and equipment and supply tracking for PNP;
To dispose of PNP property and equipment that can no longer be repaired economically;
To offer PNP staff members more unique logistics-related courses.
Logistics Management Program. This Group ensures that all logistical programs are aligned towards the attainment of the Group’s mission, vision and functions. The Group envisions the modernization of its facilities and digital equipment in order to effectively and efficiently accomplish its major deliverables. The program was incorporated in the updated Annual Procurement Plan (APP) and proposed Table of Equipment and Allowances (TEA) for appropriate budgeting in the calendar year 2016.[1]
UPER (Best Practices and Assessment)
Best Practices, Submission of compliances ahead of time. The UPER has a deadline that must be adhered to for several requirements. To ensure that your submission complies with the UPER's unique standards and gets the best mark possible, submit it in advance.
Difficulties assessments, Lack of personnel in the station. There is not enough staff at some stations and offices. They struggle to meet deadlines for some standards as a result. For some stations, they put in far more effort simply to meet the standards, which includes completing the workload in their individual homes or during their free time.
IMPACT OF E-MANAGEMENT ON THE PRODUCTIVITY OF LOGISTICS SECTION:
In the digital era of the twenty-first century, police departments all over the world have transitioned to "smart" policing by leveraging information and communications technology (ICT) solutions. Similar to the majority of global law enforcement agencies, the Philippine National Police (PNP) is progressively using "secured, mobile, artificial intelligence (Al) driver, real-time" ICT systems to support its police administration and operations. As part of the PNP's ICT-driven police activities, the Directorate for Logistics (DL) created the Logistics Data Information and Management System or LDIMS. All PNP equipment and assets will have integrated information, papers, and records using LDIMS, from acquisition through disposal.
The PNP LDIMS is a special web-based program that was developed with the express purpose of establishing a comprehensive and reliable inventory of all PNP assets and machinery. This would enable DL to continue offering effective and efficient logistical services and administrative support to the various police offices/units and PNP personnel. In another sense, because it is already system-based and accessible from anywhere, it is simple for the staff to access and input data and information regarding the inventory of PNP assets and equipment. Since it certainly saves time, more jobs will be completed with more effectiveness and efficiency. It institutionalizes the use of the PNP LDIMS to systematically collect, store, maintain, and update data/information on various PNP assets; to provide computerized/digitized data/information of logistical activities, procedures, and processes as mandated; and to establish and maintain a unified, reliable, and real-time central database of comprehensive data on all PNP assets.
RECORD MANAGEMENT SYSTEM AND FLOW OF COMPLIANCE:
A records management system oversees the lifecycle of the records kept by an organization. Effective and methodical oversight of the development, maintenance, and disposal of records as well as the business transactions associated with them are among the tasks involved in this management. Target dates that must be met within a certain time frame are included in compliance instructions that are provided in memorandum form down to stations. To accomplish the specific goal dates, good planning and time management in conformity with the compliances are essential. It would boost accountability and productivity inside the station or office and save resources from labor-intensive data research. By facilitating easier access to important records, it improves governance and commercial decision-making.
The actual inventory of all PNP assets listed in the property book of accounts, including items discovered in the station, items covered by a Deed of Donation, and captured, confiscated and surrendered (CCS) firearms/items in the custody of any command for safekeeping or evidence, must be included in the physical inventory. Equipment contributed by the local government, non-governmental organizations, or private/individual persons to any PNP unit shall be considered property discovered in the station.
The DL FORM 5, which functions as a digital substitute for the station's property book, is available at Naga City Police Office Station 1 according to information I received from the logistics division. It's simpler and more approachable in this form. The property book's information and specifics must also reflect the DL Form 5. The station's property book is kept up to date, but what use does that serve? The data can still be found in the property book even when the station's electricity is out. But the real estate book needs to be updated regularly. Furthermore, if something were to occur on a specific piece of property or machinery, this would be evidence. Then, for instance, service weapons that have been lost or misplaced.
PROGRAM / PLANS / ACTIVITY IN LOGISTICS SECTION:
The PNP Logistical Cycle refers to a broad variety of logistical tasks, including planning for the acquisition of PNP assets and equipment, the procurement process, warehousing and storage, inventory management, distribution, and issuance, as well as maintenance, repair, and disposal.
The Operational Needs Assessment Form looks like this. With relation to the tools or resources required for their work, this form assists in identifying the demands of the station. It includes evaluation standards that would inform the station commander or chief of police about the equipment and resource areas that require attention.

The station is questioned about its needs and concerns by the station commander or chief of police. Then, after endorsing it to the higher command, the person waits for the appropriate action or reaction. The logistic must receive, distribute, and record the equipment in the property book for the inventory when it has been raised. The logistic must also be in charge of the upkeep of supplies, equipment, and facilities. Care must be taken when using the provided things if you want them to last a long time. Government-issued equipment must be handled with complete responsibility because it is not easy to request this kind of item again. Additionally, if it is discovered to have been misplaced, destroyed, or altered, there are commensurate penalties.
DISSEMINATION OF RESPONSIBILITY AND ACCOUNTABILITY OF POLICE WHO LOST, DESTROYED, OR DELIBERATELY TAMPERED WITH GOVERNMENT PROPERTY:
To investigate incidents of property loss, damage, or degradation, analyze the circumstances surrounding such occurrences, and assess the degree of liability of responsible PNP personnel, a body of PNP personnel known as the "Board of Survey" was established.
For instance, if a member of staff loses his or her service guns, the DL must order the Board of Survey to look into the matter. Depending on the resolution the BOS submits, the concerned member of staff will need to take the appropriate measures.
RECOMMENDATIONS AND CHANGES SUBJECT FOR IMPROVEMENT: There isn't enough employees to cover a certain part, which is the only significant problem I've seen during my time at NCPO Station 1. Since there is a lot of compliance work that needs to be done but cannot be done without people, it is an issue. If the station has a truly low staffing level, the personnel must be distributed properly. All staff must be sent to school and seminars in order to become professionals and specialists in their particular responsibilities within the station/community.
Based on the information provided, the text discusses the functions, responsibilities, and operations of the Logistics Section of the Philippine National Police (PNP). The Logistics Section is responsible for managing the resources and assets of the police station, ensuring equipment mobility, and coordinating orders to maintain stockpiles of supplies and equipment. To enhance productivity, the PNP has developed an e-management system that includes the Logistics Data Information and Management System (LDIMS) to establish a comprehensive and reliable inventory of all PNP assets and machinery. This system allows staff to input and access data on the PNP assets list and helps save time, enhancing effectiveness and efficiency.
The Section also takes charge of the importance of complying with the Unique Personnel Evaluation Report (UPER) deadlines and providing assessments ahead of time. There is a need to address the need for more personnel in some stations to meet deadlines and complete the workload in their homes or during their free time. Furthermore, the text emphasizes the need for effective record management to oversee the lifecycle of records kept by the organization, and it highlights the PNP Logistical Cycle, which encompasses various logistical tasks such as planning for the acquisition of PNP assets and equipment, procurement, warehousing, inventory management, distribution, and disposal.
