FUNCTIONS: One of the responsibilities and obligations of the PCAD department is to connect with the general public through the numerous social initiatives offered by the PNP organization. The execution of the KASIMBAYANAN program is strictly enforced through information drives, community, law enforcement, and religious linkages, outreach activities, and community awareness workshops. The sector is also in charge of connecting socially with the general public and informing them about police efforts.
Police Community Affairs Development Group (PNP)
Implement strategic and operational police community relations programs as prescribed by the Directorate for Police Community Relations (DPCR).
Assist the Regional, District, Provincial and City Police Offices and the various National Support Units in implementing their respective police community relations program.
Act as the lead operating unit of the PNP on matters pertaining to police community related activities in areas and concerns as designated by higher authorities.
Produce information materials for dissemination/distribution to the PNP units, the community and other stakeholders through the various media such as the print, radio, television and the cyberspace in order to enhance knowledge and awareness on law enforcement matters, and to generate trust, confidence and popular support of the community.
Conduct continuing training and education on values orientation, the Community Oriented Policing System and the Criminal Justice System among others to the police, LGUs, the NGOs and other stakeholders.
Formulate institutional mechanism that will promote closer police community relations and will enhance cooperation, coordination and networking with People’s Organizations, Citizen’s Volunteer Organizations and Non-Government Organizations, domestic or foreign.
Undertake medical, dental and optical; bloodletting; sports and cultural development; auxiliary disaster relief and mitigation; and other community related assistance and development activities in coordination with concerned government agencies and volunteer non-government organizations.
Undertake and assist in the implementation of PNP socio-economic and other livelihood programs for PNP personnel and / or host communities.
Provide an alternative channel for the public to report crimes, suggestions to improve delivery of police services, for filing of complaints on the conduct of PNP personnel or for commending deserving personnel.
Acts as the historian of the PNP and maintain the PNP Museums and its related facilities.[1]

POLICE COMMUNITY AFFAIRS DEVELOPMENT DIMENSION
Under PNP MC No. 2019-046, the face of Police Community Relations was transformed into Police Community Affairs and Development (PCAD) embedded in the TAGATAGUYOD Master Plan. It is a more coherent, flexible, and strategic three-dimensional tool that allows police to address not only the issues in its information operations but also to inform, engage, influence, and lead the community to foster cooperation and cater to the needs of sustainable and long-lasting development both in local and national levels. In a nutshell, PCAD empowers both the police as a community and service-oriented agency and the community as stakeholders skyrocketing their progress. The PCAD has three dimensions namely, (a) Information Development Operation; (b) Public Information; and (c) Community Affairs and Development. The IDO, PI, and CAD are the three elements intertwined to form the PCAD similar to the Civil-Military Operation (CMO) of the AFP which is composed of Psychological Operations, Civil Affairs, and Public Affairs.[3]
The Information Development Operation uses contemporary technology, such as internet-based communication and other social media platforms, to share plans, programs, and actions of the PNP with the community in order to improve security, protection, quality of life, and commercial operations of the general public. A counter-narrative will claim that PNP plans and programs have improved to address the organization's prior flaws and problems because negative issues have already occurred within the PNP organization. The PNP's thorough planning, program-creation, and initiative-implementation processes are an immediate reaction that will demonstrate the PNP's proactive positive answers to the department's shortcomings.
This PCAD Dimensional Part will lead to the PNP Organization's public INFORM process regarding the aforementioned PCAD Dimensional Part. The Public Information department is in charge of disseminating the information and programs of the organization. by interacting with the public, sharing content on social media platforms (TV, Radio, Internet), and using other techniques to inform the public about the PNP's concerns. The growth of Community Affairs will result in the process of the PNP's ENGAGEMENT with the community.
Participate in community affairs development to provide direct communication between the PNP Organization and the general population. PNP officials will stand up in front of the community and outline their activities while informing everyone that they are striving to make the area more secure and safe. This also holds for community livelihood programs that bring together the general public to complete the tasks allocated by the division as well as neighborhood revitalization projects. For the IDO's programs and goals to serve as the basis for organizing the PNP staff to engage the community and achieve the organizational objectives, an INFLUENCE process will be established in connection with the IDO.

PNP PATROL PLAN 2030 ROADMAP
The 2030 vision, outlook, and plans of the PNP Organization are outlined in this roadmap. The final phase, resource management, optimize the utilization of available financial and logistical resources. It indicates that to efficiently administer the finances and funds provided by the government and PNP department for PNP operations, a PNP organization headed by the highest-ranking officer at a bureau or police station is required. The funding for the department covers all expenses related to the office or station, as well as funds for operations, investigations, and the instruction and training of PNP personnel. With this funding allocation, PNP workers are expected to maximize their learning and development. Create a responsive, extremely professional police force with educated, driven, morally upright, and well-behaved police officers. Through PNP organizations' facilities and activities, PNP employees must realize their full potential and increase their knowledge and skills.
A process toward excellence will be created as the PNP staff's abilities and expertise are improved. Through community-based and human rights-based policing, will lead to improvements in crime prevention, crime solutions, and community safety awareness. Due to the skills that police officers develop via the numerous training programs they have attended, crime volume and rate will fall. A PNP force will serve mankind following its fundamental beliefs while abiding by all applicable laws and PNP department rules and regulations (MakaDiyos, Makabayan, Makatao, Makakalikasan).
UPER on Best Practices and Assessments
The Plans and Program Branch and the Public Information Branch at Naga City Police Station gave Best Practices of Police Station 1 a nearly perfect rating. This is a result of adhering to the PNP Organization's KASIMBAYANAN PROGRAM and implementing the PNP POP Manual. Having a timely, accurate, and correct input to the data being provided to the higher headquarters is important for plans and programs. The Public Information Branch actively participates in community programs, informs the public about PNP community activities, and actively uses social media to spread information about the fight against narcotics and insurgency.



Assessment on Difficulties, a low rating from the Community Affairs Branch having a rating points 19 over 40. They have difficulties in complying with compliances of this Branch, one of their challenges encounter is the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), failed to conduct Seminar/Training on Livelihood Projects (PNP-TESDA MOA). Due to the unavailability of Local Government TESDA to conduct training to the community and also personnel lack of training to conduct livelihood training to the community.


PPA's implementation of the Naga City Police Office's Police Station 1's TAGAPAGTAGUYOD Master Plan. Every day, visit several barangays within their control to conduct barangay visits. They also organize clean-up drives, outreach initiatives including feeding programs, and informational drives about the PNP program. conducting radio and television interviews, posting on social media platforms about PNP initiatives, and hanging PNP tarpaulins as part of a public awareness campaign to inform people about the PPAs of the PNP.
The station selects three (3) students from the community as the recipients of their scholarship program, which is offered at their station, as part of the Best Practices assessment to the Master Plan Tagapagtaguyod. These are taken from the Barangay families whose children cannot attend school since their parents cannot afford to pay for it. They are currently enrolled in public elementary schools in grades 3, 4, and 5. Additionally, the station gives awareness talks in primary, secondary, and tertiary public and private schools on its activities, particularly those related to the fight against drugs and insurgency.
OPERATION/INTELLIGENCE/INVEST:
The quad concept's Police Community Affairs Division is in charge of maintaining positive relationships with the public and the community. The PNP organization, residents, and any other agencies establish connections with one another through this process. When it comes to acquiring intelligence, intelligence work may be simply achieved with effective community communication. Coordination with barangay authorities and other concerned people in the areas where the operation is to be performed is one example of how active community support in Operation can be a crucial instrument in such efforts. Investigation-related: Through strong PCAD connections to the public, required individuals can be created, including case witnesses and assistance from local authorities. PCAD is a crucial component of the QUAD CONCEPT, and any kind of operation must start with the appropriate connections and coordination. The PCAD group submits a request to the Admin Section for the permission of PCAD personnel to have their schooling, seminars, and training with regard to PCAD works and operation. This is done in an effort to professionalize PCAD people. typically to take PCR/PCAD courses for staffing and courses connected to the community.
RECORD MANAGEMENT SYSTEM AND FLOW OF COMPLIANCES: Monthly, weekly, and daily compliances are timely filed, with a file kept online for future reference and file restoration. The best way to comply with such compliances to prevent delays and additional issues is to use an email account.
COMPLIANCE TO PCAD POLICIES: By keeping in touch and building strong relationships with the PNP and the Community, concentrate on the internal purging of the PNP organization. A key component of its success is distributing information about the PNP's activities to the local population and motivating them to get involved by showing them that the police are ready to do so. the use of media in PCAD efforts to keep the community informed of police activities for public peace and order and social work, as well as to tell the public about currently available programs and to make it simple for them to disseminate plans and policy. The strict application of Squad Weekly Interaction Meetings (SWIM) to boost squad member morale and concern. This is also a form of coaching and direction for the team members' actions, just simple peer supervision so they can be led at all times.
RECOMMENDATION TO SUSTAIN OR CHANGE FOR IMPROVEMENT: PCAD and PCR existing in the KASIMBAYANAN Program must be continued, and have further interaction with the community, the organization, and the churches. Enhance further the implementation of its program and encourage full support from the local government for the programs of Kasimbayanan. Maintain the implementation of Retooled Community Support Program (RCSP CWOW) to strengthen and enhance the barangays’ development plans ensuring the communities are engaged in the process of identifying and addressing the root issues of insurgency through their legitimate participation in the local development councils (LDCs). This requires intensive planning and coordination of the LDCs with the Local Peace and Order Councils (LPOCs) in the identification of the needs of the masses. Through composite teams, the LGU, with the assistance of DILG and its attached agencies, AFP, and other NGAs shall help identify core problems of the affected communities, bring basic services, address core community problems, and empower communities to sustain their peace and development efforts and the benefits thereof. [2] The function of this program must be transferred to the RMFB, not atvolunteer the station level must be given to mobile force it's compliances can be aligned to the NTF-ELCAC which is under RMFB.
