A Police Intelligence Section has several functions, including:
Production of Intelligence is acquiring and compiling information to create valuable intelligence for law enforcement agencies and higher authorities.
Counterintelligence: planning and carrying out actions to defend the police from subversion and investigating criminal activity within the police.
Special Operations: dismantling harmful groups that are active in the nation.
Investigation and Legal Offensive: gathering data and documents that can be used as court testimony in the prosecution of target individuals.
Difficulties in complying with the Unit Performance Evaluation Rating (UPER) can include:
The need for an operation budget.
The absence of threat groups in certain areas.
The inappropriate rating criteria for intelligence units in white and red areas.

These difficulties may affect the ratings of intelligence units, making it challenging for them to carry out their duties and receive the appropriate ratings effectively. Threat group profiling is essential in intelligence operation planning as it helps identify and understand the activities and objectives of threat groups, enabling law enforcement agencies to create appropriate strategies to prevent their activities and neutralize them.
The plans and activities of an Intelligence Section include information gathering, documentation, reporting, and intelligence production. Intelligence production involves planning, coordinating, and collecting pertinent data and transforming it into valuable intelligence for dissemination to police units and higher authorities as a tool for decision- and policy-making.
Recommendations to address the difficulties in complying with UPER include developing different and distinct criteria for rating intelligence units in white and red areas and improving the intelligence-gathering process by tapping into various sources of information, including open and untapped sources. Additionally, implementing better communication and collaboration between the police and the community through the Barangay Information/Intelligence Network can help gather information about the neighborhood and anything that might affect peace and order.
Barangay Information/Intelligence Network or BIN is used to gather or collect information in the community also known as “Eyes and Ears” in the Barangay or anything that can affect the peace and order in the community.[1]
As a cadet of the Philippine National Police Academy, it is important to understand the functions and challenges faced by the Police Intelligence Section. The production of valuable intelligence is critical in the fight against criminal activities, and the Intelligence Section plays a vital role in gathering and compiling information to produce intelligence reports. However, the difficulties in complying with UPER, such as the lack of an operating budget, inappropriate rating criteria, and the absence of threat groups in some areas, can affect the ratings of intelligence units and their ability to carry out their duties effectively.
Therefore, it is essential to develop distinct criteria for rating intelligence units in different areas and improve the intelligence-gathering process by utilizing various sources of information, including open sources. Moreover, the Barangay Information/Intelligence Network can serve as a valuable tool for better communication and collaboration between the police and the community to gather information about the neighborhood and potential threats to peace and order. As future law enforcement officers, it is crucial to recognize the importance of intelligence in combating criminal activities and work towards addressing the challenges faced by the Intelligence Section to ensure its effectiveness in producing and disseminating valuable intelligence.
